Dusty was born on May 19, 1949 in Dallas, Texas. He grew up with his brother Rocky Hill. He attended Woodrow Wilson High School, where he learned to play an instrument called the cello. He later started playing bass because his brother Rocky needed a bass player. Both brothers appeared in various shows as teenagers.
